The proposed ponds by reason of their size, lack of established landscape screening and general incongruous appearance in this prominent coastal location together with the associated paths, jetties and car parking would be detrimental to the character and appearance of this attractive area of open countryside. As such the proposals would be contrary to policies R2 and E1 of the North Yorkshire County Structure Plan, and policies TM10 and GP3 of the North York Moors Local Plan which seeks to ensure new visitor attractions are not visually intrusive in the landscape.
If permitted, the proposal would be likely to encourage other similar applications for the creation of substantial ponds and associated works in inappropriate locations which would, by reason or precedent be more difficult to resist, so leading to a decline in the landscape character and amenity of the North York Moors National Park.
