No special justification has been shown to justify making an exception to the policies outlined above and the proposal is therefore contrary to policy H4 of the Local Plan which permits new housing in the countryside only in exceptional circumstances.
It is considered that the site lies outside the recognised limits of the village of Ravenscar and that development in this location would not comply with the requirements of policy H1 which seeks to restrict new development to infill sites within settlements. Development of the site would consolidate a sporadic pocket of isolated development making it more prominent in the landscape, to the detriment of the visual amenities of the area and contrary to the provisions of policy GP3 of the Local Plan.
