Reasons 1

The local planning authority does not consider that there are any special circumstances to justify the erection of what is tantamount to a new build unit of holiday letting accommodation outside a settlement and without significant screening from established woodland or forestry. As such the proposal would be contrary to the provisions of policy TM4 of the North York Moors Local Plan. If permitted the proposal would add to the scatter of sporadic development within the countryside to the detriment of its character and appearance.


Reasons 2

If approved, this application could encourage further proposals for new build holiday letting cottages or amenity areas adjacent to existing or former farm holdings within the countryside which would erode the landscape character of the National Park landscape and which would by reason of precedent, be more difficult to refuse and undermine the objectives of policy BE14 of the North York Moors Local Plan.


Reasons 3

The proposed holiday letting unit having regard to the other holiday letting development in the immediate vicinity of the site is considered to represent an overdevelopment of the site which is not compatible with the quiet character of the locality or limited access arrangements. As such the proposal would be contrary to the provision of policy GP3 of the North York Moors Local Plan.
