The proposed development as a result of the increased number of static caravans permanently located on the site and the failure to demonstrate the effectiveness of new planting, would cumulatively result in an inappropriate increase in activity and increased visual intrusion into very open seaward facing slope which already suffers from high levels of activity and visual intrusion particularly in the summer season. As such it is considered the proposals do not represent a net environmental improvement and conflict with the provisions of North Yorkshire Structure Plan policies E1 and R10 together with North York Moors Local Plan policies GP3 and TM5 which taken together, seek to give priority to the conservation of the park landscape and to ensure caravan site developments achieve an improvement to the visual appearance of existing sites and do not create inappropriate activity levels or detract from the existing amenities of residents.
