It is the local planning authority's opinion that the construction of a sand school surface proposed would be visually intrusive and would constitute overdevelopment of the site, to the detriment of the amenities of occupiers of the adjacent dwellings and users of the adjacent public footpath. The proposal would therefore be contrary to policies R2 and GP3 of the adopted North York Moors Local Plan.
