No evidence has been submitted to satisfy the local planning authority that there is no longer a need or demand for the existing facility, or that an outdoor pursuit centre would no longer be viable. The proposal is therefore contrary to policy TM2 of the adopted North York Moors Local Plan which states that existing visitor hostels will only be granted permission for a change of use where it can be demonstrated that the enterprise is no longer viable.
