The Local Planning Authority do not consider from the existing evidence and the reasons put forward by the applicant that the proposed development is necessary or designed for the purposes of agriculture. The proposed development would be visually intrusive, having a detrimental impact on the character of this area of the National Park and the proposal would therefore be contrary to Policy F6 of the Local Plan.
If approved, the creation of a track here could lead to pressure for other developments on this small holding of land which the Local Planning Authority would not wish to see intensify or change in use, as such further developments would detract from the character of this part of the National Park contrary to Policies F6 and G3 of the Local Plan.
