The Local Planning Authority considers that the design of the windows and the use of uPVC materials harms the visual amenity of the property and this part of Scalby Conservation Area. As such the proposal is considered to be contrary to the provisions of Policy BE1 of the North York Moors Local Plan which states that priority will be given to proposals which preserve or enhance the character and appearance of Conservation Areas and places particular emphasis on the use of traditional design and materials.
