Due to the size of the proposed extensions, the development would constitute overdevelopment of this existing modest annexe building. This increase in scale, in conjunction with the poor design of the proposal, would have an unacceptable impact on the character of the Conservation Area and the Listed Building and its setting. The proposal is therefore considered to be contrary to Policies BE1 and BE4 of the Local Plan.
