The parking provision proposed is inadequate for the scale and form of development proposed. The proposed development is likely to lead to off-site parking along nearby verges to the detriment of road safety in the vicinity of the application site. As such the proposed development is contrary to Policy T9 of the North York Moors Local Plan.
The proposed development by virtue of its scale, form and design detailing would be detrimental to the character and appearance of the existing building and its surroundings and will have a detrimental impact on the appearance and wider landscape character of the National Park. The scheme as such would therefore be contrary to Policies BE6, C2 and GP3 of the North York Moors Local Plan.
The Local Planning Authority do not consider that any evidence has been put forward to show that there is any local need to justify a facility of this scale and size in the open countryside outside the limits of any settlement in a National Park. As such the development would be contrary to Policies BE6 and GP3 of the Local Plan.
