The Local Planning Authority does not consider the proposal represents an overall improvement to the visual appearance of the site and the increase in the number of caravans on the site would therefore be contrary to Policy TM5 and result in an intensification and consolidation of use inappropriate to this area where there already are 7 static caravans and a small certificated site, and cause harm to the visual character and appearance of this part of the North York Moors National Park.
