Reasons 3

The Local Planning Authority is not satisfied that it has been adequately demonstrated that the temporary improvements made to the access by which vehicles associated with this proposal would leave and rejoin the county highway would provide adequate visibility, since the required visibility of 2.4 metres by 45 metres cannot be achieved in either direction at the junction with the county highway without the setting back of the wall. Therefore, in the opinion of the Local Planning Authority the intensification of use which would result from the proposed development is unacceptable in terms of highway safety. The proposal would therefore be contrary to Policy T7 of the Local Plan.


Reasons 4

The improvement and alteration of the proposed access to achieve an access which is acceptable on highway safety grounds would be likely to result in works which would have a significantly detrimental effect on the character of this part of Thornton le Dale and the Conservation Area contrary to the provisions of Policy BE1 of the North York Moors National Park Local Plan.


Reasons 1

The Local Planning Authority does not consider that the proposed development would preserve the character of the existing Conservation Area as it involves significant new development in an existing open site which is prominent within the designated area. The proposal is therefore contrary to Policies BE1 (Conservation Area) and BE12 (Important Undeveloped Space) of the North York Moors Local Plan.


Reasons 2

In the opinion of the Local Planning Authority, the proposed scheme is considered to be detrimental to the settings of the adjacent buildings and the traditional street pattern as it would adversely affect views into and out of the area, compromise the open setting of Manor Farm and, by virtue of its scale would not respect the context provided by the adjacent buildings. The proposal would therefore be contrary to Policy BE4 (Development Affecting the Settings of a Listed building) and Policy BE6 (Design of New Development) of the Local Plan.
