In the opinion of the Local Planning Authority, the building to which this application relates does not make a positive contribution to the character of the landscape of the National Park, as it is of no architectural or historic merit. Furthermore, the conversion of this building to domestic use would significantly alter the agricultural character of the land and area on which it is situated to the detriment of the special qualities of this area of the National Park. In view of the above, the proposal is contrary to Policy BE15 of the Local Plan.
