Similar situations with ancillary outbuildings physically separated from the main house are a common feature in Robin Hood's Bay. Consequently, if approved, an undesirable precedent would be set leading to the creation of independent and semi-independent dwelling units with substandard levels of accommodation, privacy and amenity which could detract from the character of the Conservation Area and the amenity of nearby dwellings and is therefore contrary to the provisions of Local Plan Policy BE1.


Reasons 1

This proposal shows an annexe with facilities which would enable it to be used as an independent dwelling unit. This fact together with its use as an annexe for a dwelling physically remote from the site, would lead to the creation of a separate substandard unit of accommodation in an unsuitable location which would be contrary to Policy BE14 of the North York Moors Local Plan and harmful to the character of the Robin Hoods Bay Conservation Area and the amenity of nearby dwellings.


Reasons 2

The relationship of the main house with its associated outbuildings is considered to be an important element in terms of the intrinsic character of Robin Hood's Bay and the use of this outbuilding as an annexe associated with a dwelling physically removed from the site would lose this relationship so detracting from the character of the Conservation Area and the history of this part of the village. The proposed development would therefore be contrary to Policy BE1 of the Local Plan which seeks to ensure that development within Conservations Areas preserves or enhances the character and appearance of that Area.
