The proposed works to this listed building are required only to enable a re-use of this building that is considered to be unacceptable. Consequently, the alterations proposed to this listed building are considered to be unnecessary and to detract from its character and fabric. The proposal is therefore contrary to Policy BE3 of the Local Plan.
