Reasons 2

The proposal does not satisfy the requirements of Policy F1 of the North York Moors Loacal Plan relating to new permanent agricultural workers dwellings outside settlements as the Local Planning Authoritydo not consider that the applicant has proved that a further dwelling is essential to the functioning of the farming enterprise which includes Howdale Farm and Woodside Farm. The Local Planning Authority does not consider it has been demonstrated that the existing house at Bridge Farm and that recently granted consent an appeal at Woodside Farm are not sufficient to serve the essential needs of this enterprise. The Local Planning Authority do not consider in this case that there are any special circumstances which would justify a departure from this Policy. The proposal would therefore be contrary to Policies F1 and H4 of the adopted Local Plan.


Reasons 1

The buiding which is the subject of this application is a non-traditional, relatively recently constructed buildong which is of no architectural or historic merit and which does not therefore make any positive contribution to the landscape of the National Park as required by Policy BE14 of the Local Plan. In addition the applicant has not demonstarted that the building is not capable of continuing in business/economic use or shown that the proposed dwelling is needed to support an existing agricultural activity where the proposal would satisfy the provisions of Policy F1 of the Local Plan. The conversion of this building to an agricultural workers dwelling would therefore be contrary to Policies BE14 and F1 of the Local Plan.
