It has not been demonstrated that the proposed development would not have a detrimental impact on protected species that may be using the buildings. In the absence of a bat survey, the Local Planning Authority considers that the scheme is contrary to the provision of Local Plan Policies NE4 and NE5 which seeks to ensure developments do not have an adverse impact on any protected animal species or their habitats.
It has not been demonstrated that the building proposed for development is of permanent and substantial construction and capable of conversion without significant rebuilding. In the absence of a structural survey the Local Planning Authority considers the scheme to be contrary to the provisions of Local Plan Policy BE15.
The design of the scheme of conversion proposed, by means of the size, number and location of the rooflights, location of the flue pipe and details of the glazed door is not considered to be appropriate for the setting of the building and does not help to retain the character of the building as required in Local Plan Policies BE15 and BE6 and as such the resulting conversion would be harmful to the landscape and special qualities of the National Park..
