The proposed conversion of 3 no. flats to form 1 no. single dwelling, by virtue of the unsympathetic external alterations, particularly the roof terrace, balustrading and large glazed doors together with mid wall French doors and Juliette balcony are considered to undermine the character and appearance of this Grade II Listed Building. As such the proposals are contrary to the provisions of Policy BE3 of the North York Moors Local Plan.
