The Local Planning Authority considers that the public highways leading to the site are of insufficient width to accommodate the associated heavy traffic, without serious damage to the carriageway and verges of the highway and consequent loss in amenity value. As such, the proposal would be contrary to Policy T7 of the North York Moors Local Plan, on the grounds that proposal would prejudice the environmental characteristics of the locality.
The Local Planning Authority consider the site, by reason of its remote location away from the main centres of population in this part of the National Park and away from the main road network running through the Park is a poor location for a recycling operation and would serve to increase motorised vehicular trips within the locality. As such the proposal is contrary to Local Plan Policies U8 and GP3.
