It has not been demonstrated that the proposed development would not have a detrimental impact on protected species that are located within the building to which this application relates. The bat survey information submitted is insufficient to demonstrate whether or not the development would have an adverse effect on bats as although the survey found that there was a large bat roost in the loft; it did not confirm the species of bats, numbers of bats or the type of roost. This information would be required to determine whether the proposed works would have an adverse effect on bats. In the absence of adequate information, the proposal is considered to be contrary to Policy NE4 of the Local Plan which seeks to ensure that developments do not have an adverse impact on any protected animal species.
