Reasons 1

The design detailing and physical alterations of the proposed conversion are considered to detract from the character of the existing building and as such the resulting conversion would be harmful to the landscape and special qualities of the National Park. The proposal would therefore be contrary to Policies BE13 and GP3, which respectively seek to ensure that barn conversions retain and respect the character of existing traditional buildings and the character and special qualities of the National Park.


Reasons 2

It has not been demonstrated that the building proposed for development is of permanent and substantial construction and capable of conversion without significant rebuilding. In the absence of a structural survey the Local Planning Authority considers the scheme to be contrary to the provisions of Local Plan Policy BE13.


Reasons 3

The existing access, by which vehicles associated with this proposal would leave and rejoin the county highway, is unsatisfactory since the required visibility of 2.4 metres by 33 metres cannot be achieved at the junction with the county highway and therefore, in the opinion of the Local Planning Authority the intensification of the use which would result from the proposed development is unacceptable in terms of highway safety. As such the proposal would be contrary to the provisions of North York Moors Local Plan Policy GP3, which requires developments to provide a safe access.
