The proposed development as a result of the increased number of static caravans and the failure to demonstrate the effectiveness of new planting would result in an inappropriate increase in winter activity levels and an increased visual intrusion into this part of the National Park. As such it is considerd that the proposals do not represent a net environemtnal improvement and conflict with with the provisions of the North York Moors saved Policies GP3 and TM5 which taken together, seek to give prioroity to the conservation of the Park landscape and to ensure new caravan site developments achieve an improvement to the visual appaeranace of exitsing sites and do not create inappropriate activity levels or detract from the exitsing amenities of the locality.
