The proposed development, due to its nature and siting in open countryside unconnected with any existing building context and the level and type of activity it would generate, would be seriously detrimental to the character and appearance and special qualities of this part of the National Park and be contrary to; Core Policy A which seeks to ensure development conserves and enhances the landscape of the coast and coastal hinterland landscape area, and Development Policy 17 of the North York Moors Local Development Framework which states proposals for horse related development for commercial equestrian centres and liveries will be permitted where the site is of an appropriate scale and well related to existing buildings and Development Policy 19 which seeks to ensure new buildings associated with keeping of horses are closely associated with domestic curtilages to avoid adverse landscape impact.
