The Local Planning Authority considers that the roads leading to the site are not of a sufficient width or suitable construction to cater for the traffic which would be likely to be generated by this proposal as such the proposal would be contrary to the safe access provisions of Local Plan Policy GP3.
In the opinion of the Local Planning Authority, the development of a retail unit in an isolated location in the open countryside would result in an unsustainable form of development that would have a detrimental impact on the special qualities of this part of the National Park and amenities of neighbours by reason of increased traffic and activity levels. As such the proposal is therefore considered to be contrary to saved Policies E2, G1, C1 and GP3 of the North York Moors Local Plan.
