This site, due to its location within a farm group outside of the recognised limits of Hawsker and its lack of road frontage, is not considered to comprise an infill plot as defined by saved Policy H1 of the North York Moors Local Plan. The proposed new dwelling would therefore be contrary to saved Policy H1 of the North York Moors Local Plan and to Saved Policy H4 which permits new dwellings outside of settlements only if they are to serve the proven needs of agriculture or forestry. In this case no such special need has been claimed and the construction of a new dwelling on this out of village site would seriously harm the character and appearance of this part of the National Park by extending residential development into the countryside and consolidating development around the farm complex of Hawsker Hall.
