The Local Planning Authority is not satisfied that it has been demonstrated that there is a functional need for a second dwelling to serve the applicant's holding to be located on the proposed site and consequently the proposal would be contrary to saved Policy F1 of the North York Moors Local Plan. If approved the proposal would represent a new unnecessary dwelling in the countryside which would add to the scatter of sporadic development in the locality and cause harm to the landscape and special qualities of this part of the North York Moors National Park which the Local Planning Authority has a statutory duty to conserve and enhance.
