The conversion of this outbuilding into a holiday cottage would be contray to Development Policy 8 of the Core Strategy and Development Policies as the building proposed to be converted is non traditional and was constructed in 2007. Furthermore the conversion does not provide for any covered storage for either the main house or the holiday cottage and if approved could lead to further applications for storage buildings on the site. As the proposal does not involve conversion of a traditional building but the creation of a new residential unit from a recently constructed outbuilding it is tantamount to the creation of a new dwelling within open countryside and would be contrary to Core Policy J which states that open countryside is only considered a suitable location for housing which is proven essential for farming, forestry or other essential land management activities. A holiday cottage is not considered to constitute such special need.
