The existing access by which vechiles associated with this proposal would leave and rejoin the county highway is unsatisfactory wince the required visibility of 33 metres cannot be achieved at the junction with the county highway and therafter in the opinion of the Local Planning Authority the indentisfication of use which would result from the proposed development is unacceptable terms of highway safety.
The Local Planning Authority are not satisfied that adequate mitigation measures have been included to ensure any bats present on or using the site are not disturbed or harmed. The proposal is therefore contrary to Core Policy C of the North York Moors Local Development Framework which seeks to afford protection to protected species.
The design detailing and physical alterations of the proposed conversion are considered to detract from the character of the existing building and as such the resulting conversion would be harmful to the landscape and special qualities of the National Park. The proposal would therefore be contrary to Core Policy A. Core Policy J and Development Policy 3 of the North York Moors Local Development Framework, which respectively seek to ensure that proposals for conversions among other things retain and respect the character of the existing buildings and the character and special qualities of the National Park.
