In the opinion of the Local Planning Authority the proposed garage and bike shed, which would be visually isolated from the host property, would be visually prominent and intrusive in this rural landscape, detrimental to the character of the area where the majority of properties, including the application property, are located discretely at a lower level than the Stoupe Brow Road. The proposal is therefore considered to be contrary to Development Policy 19 of the Local Development Framework.
In the opinion of the Local Planning Authority the proposal would be contrary to Core Policy C of the Local Development Framework as no evidence has been submitted to demonstrate that the clearance of the site for construction, or the proposed soak-aways or additional run-off from the roofs of the proposed development would impact Priority Habitat (Upland Heathland) as specified in the North York Moors National Park Biodiversity Action Plan.
In the opinion of the Local Planning Authority the proposal would be contrary to Development Policy 1 of the Local Development Framework as it has not been demonstrated that the land has sufficient stability to accommodate the buildings proposed, without causing land slippage.
