In the view of the Local Planning Authority the level of activity, noise and disturbance created by the keeping and training of 30 dogs on the site would result in an intensive and unneighboury form of development that would be detrimental to the character of the area and the amenities of visitors and local residents. The proposal is therefore considered to be contrary to both DP13 and CPA of the North York Moors Local Development Framework.
