In the view of the National Park Authority the proposed construction of two dwellings on the application does not accord with the NYM Core Policy J of the Local Development Framework which specifies that new housing development in Fylingthorpe be restricted to infill sites only which are defined as a small gap within a continuously built up frontage within the main built up settlement which can accommodate no more than one dwelling and if permitted would result in a harmful and urbanising form of development which would significantly alter the open aspect of this part of Fylingthorpe.
In the view of the National Park Authority it has not been satisfactorily demonstrated that there is a genuine local need for the development proposed, as no proposed occupants have been identified and nor has it been demonstrated that the proposal demonstrates the most practical and sustainable solution to meet any housing need or why the existing housing stock cannot meet any such local housing needs. The proposal is therefore contrary to Core Policy J of the NYM Local Development Framework.
