The proposed development is considered to be contrary to Core Policy J of the NYM Local Development Framework which seeks to restrict new housing development in the open countryside outside recognised settlements to that which is essential to the needs of a farming enterprise or conversion of traditional rural buildings for residential lettings for local needs. The Local Planning Authority is not satisfied on the basis of the evidence available that there is a proven need for domestic accommodation in this location to meet essential needs of agriculture or forestry and the proposed occupier does not meet the local needs criteria.
The proposed development is considered to be contrary to Development Policy 8 of the NYM Local Development Framework which seeks to restrict the conversion of traditional unlisted rural buildings to employment uses, short term holiday accommodation, residential annexes or long-term/permanent local occupancy units. The proposal is for a permanent unit of accommodation but the proposed occupant does not meet the Local Occupancy criteria.
