The proposed building, by reason of its bulk, size and prominent location would have an unacceptable adverse impact on the character and special qualities of this part of the National Park and would be contrary to Development Policy 12 of the North York Moors Local Development Framework.
The proposed development would comprise a building measuring over 200sqm with a high energy requirement. However, it has not been demonstrated to the satisfaction of the Local Planning Authority, how 10% of CO2 emissions would be displaced by the use of on-site renewable sources and the proposal is therefore contrary to Core Policy D of the North York Moors Local Development Framework.
