The proposed wind turbine would be located inside the safeguarded area around RAF Fylingdales and breaches the statutory safeguarding criteria. The Local Planning Authority considers the applicants have not demonstrated that the wind turbine would not have an adverse effect upon the effective operation of the radar facility and therefore is considered to compromise national security. As such the proposal would be contrary to the provisions of Core Policy D which requires renewable technologies to be of a scale and design appropriate for the locality.
The proposed wind turbine, by reason of its height, design, kinetic movement and location away from the existing farm steading in open countryside would result in an unduly obtrusive feature in this part of the National Park and as such would have an unacceptable adverse impact on the character and appearance of this part of Dalby Forest visitor attraction. The proposal is therefore considered to be contrary to the aims of the NYM Management Plan and Core Policy D of the NYM Local Development Framework which seeks to ensure that renewable energy installations are in a location and are of a scale and design appropriate to the locality and to Core Policy A which seeks to ensure that new development conserves and enhances the special qualities of the National Park and does not have an unacceptable impact on the quiet enjoyment, peace and tranquillity of the Park in accordance with the Statutory Purposes of the National Park where priority is given to landscape conservation.
