The site is located within the open countryside where there is no agricultural or other essential land management need for a new dwelling. Furthermore, new managers accommodation is only permitted when it is in the form of an extension, and it is demonstrated that it is essential to meet the needs of an existing business. The proposal is contrary to Strategic Policies A, M and Policies CO10 and BL4 as in this case, a substantial detached dwelling is proposed, and the need would only arise due to the loss of existing managers accommodation on site. The proposal would therefore result in unacceptable sporadic development in the open countryside.
